Just recently, Malacaňang is pushing for the approval of Senate Bill No. 1074, an ‘act increasing the excise tax on alcohol products, heated tobacco products and vapor products’, by certifying ‘the necessity of the immediate enactment’.
The certification was made through a letter from President Rodrigo Duterte to Senate President Vicente Sotto III. The certification will remove the three day separation between the second and third reading as required by rules of legislation. In the letter, the president cited ‘the urgent need to generate additional revenue to support the effective implementation’ of Republic Act No 11223, otherwise known as the Universal Health Care Act. “Higher excise taxes on alcohol and tobacco products is needed to address the urgent need to generate additional revenue to support the effective implementation of the Universal Health Care Act and to further protect the right to health of the people,” states President Rodrigo Duterte.
