Nonoy Contreras: Serbisyo Para sa Capizeño. ‘Padayon nga ipalapit ang gobyerno sa tawo,’ is the cry of Capiz Governor Esteban Evan Bacero Contreras, currently running for the same position under PDP Laban. Contreras is the second son of two-termer governor of the province (1992 to 1998), Ex-Governor Esteban Evan Espinosa Contreras and Rosela Ingan Bacero. Contreras is a graduate of Bachelor of Science in Medical Technology from the University of San Agustin (1986 to 1990) and later passed the licensure examination in 1990.
As a politician, he has advocated and authored several ordinances (Sangguniang Panlalawigan, Province of Capiz): the Children’s Code of Capiz Province, an ordinance providing for a comprehensive children and family support system in the province; an ordinance creating a provincial council for the welfare of Capiz overseas Filipino workers (OFWs); and an ordinance establishing a provincial council for the welfare of disabled persons/persons with disabilities, providing funds for its operations.
Contreras also served in committee chairmanships, including the committee on welfare of persons with disabilities and elderly/senior citizens, and committee on economic affairs, trade, and industry. He also served as vice chair and action officer of the provincial council for the welfare of children and women, and persons with disabilities as well as senior citizens/elderly.

Highlights in his political career include being chosen as one of the seven delegates of the National Youth Commission of the Philippines (NYCP) to a political study tour by the American Council of Young Political Leaders (ACPYL), February 20, 2006 to March 03, 2006 held in the United States of America,
He is also one of the official young professional delegates of the National Youth Commission of the Philippines (NYCP) to the “U.N, Youth Consultation on Conflict Resolution”, September 11 to 17, 2005 in Kuala Lumpur, Malaysia.
Moreover, the young leader is also one of the 10 core group leaders of the young professional official delegates of the National Young Commission of the Philippines (NYCP) to the inaugural trip of the Philippine-China Youth Ambassadors Program in partnership with the All-China Youth Federation, July 10 to 18, 2005 in Beijing China.

In his tenure, he has also received a number of awards. He was cited as a public servant in local governance by the Leadership Organization of the Philippines, Inc., March 01, 2008, Manila Hotel, Manila and adjudged as the President (Rotary Club of Metro Roxas) during the 2009 Discon Rotary International District held at Kalintiaw Hall, Sarabia Manor Hotel, Iloilo City, March 5 to 7, 2009.
