Shoot to Kill MECQ Remark Sparks Outrage

“Mula bukas, shoot to kill na ang lalabas sa MECQ,” was the controversial post by Rannie Ludovica, head of Quezon City’s Task Force Disiplina. Although he clarified that no ‘shoot to kill’ order was made for violators, his post sparked outrage in the online community. To date, the Facebook post has been deleted.

In an article by Manila Bulletin, Ludovica explained that his post was ‘just an expression of dismay over the reverting back of Mega Manila’. It may be recalled that the area is placed back to modified enhanced community quarantine (MECQ) from general community quarantine. Ludovica further explained that his post was ‘personal’ and that the local government has nothing to do with it.

Mayor Joy Belmonte acknowledged that although the post was not intended to be taken literally, it was still ‘very wrong and in poor taste’. Read more: No ‘shoot to kill’ order for MECQ violators in QC, an article by Manila Bulletin.

“I see it more as an expression of frustration that five months into the quarantine, the cases still keep growing, partly because people can’t seem to comply with minimum health standards. I’d like to assure the people of Quezon City that his personal post in no way reflects our city’s policies, principles, and inclinations,” Belmonte said.

Meanwhile, Senator Risa Hontiveros lambasted the post and called on Mayor Belmonte and the Commission on Human Rights (CHR) to act on it. Read more: QC official slammed for ‘shoot to kill’ threat to MECQ violators, an article by Manila Bulletin.

“As a QC resident for the last 35 years, I will personally work to hold this public official accountable for inciting violence versus civilians.

Hindi nakakatulong,” she adds.
